Industrialised Construction Green Paper
March 2026

The UK stands at a crossroads. The next decade demands the delivery of over 1.5 million homes, dozens of hospitals and schools, and major infrastructure investments – all while meeting Net Zero 2050 goals and addressing productivity and labour shortages.

Industrialised Construction (IC) – encompassing Design for Manufacture and Assembly (DfMA), productisation, platform approaches, and digital delivery – offers the only credible pathway to delivering this transformation at scale.

This Green Paper sets out a proposed national Industrialised Construction Strategy that moves beyond policy rhetoric to coordinated action. It outlines how the UK can develop a world-leading ecosystem that is digitally connected, manufacturing-led, and sustainability-driven, and sets out an 18-month Action Plan for industry, government, and academia to drive measurable progress.

The front page headline reads: “Transforming the UK built environment through digital connectivity, manufacturing-led delivery and sustainability.”

“The next wave of productivity in UK construction will not come from isolated innovation but from system-level integration – where digital meets manufacturing, and design meets data.”  Industrialised Construction Advisory Board
